"Alleged Thugs Sentenced to 'Cut' By Belair Court. Convicted On Weapon Charge. Four Judges Sit In Case Of Four Caught In Fall. Belair, Md., March 12. -- The trials of the four alleged automobile bandits who were captured by a Sheriff's posse on the Belair-Conowingo public road on the night of November 26 last attracted a large crowd of spectators to the Circuit Court here today. The cases were tried before the court consiting of Chief Judge OFFUTT and Associate Judges DUNCAN, HARLAN and PRESTON. This is the first instance in the history of the local court where four judges sat at one time in the trial of a case. The prisoners, George HOWDER and Lloyd MONROE, white, and Joseph SLAUGHTER and Henry MINER, colored, testified they reside in Washington and that on the night of their arrest they were on their way to get whisky and that they were carrying four deadly weapons for protection against hold-up men. The case against HOWDER was taken up first. The court found HOWDER not guilty of the charge of assault with intent to rob, but guilty on the second charge of carrying deadly weapons while on a mission of unlawful design, that of transporting whisky. He was sentenced to one year in the House of Correction..."

"'Bad Men' Sent To The Cut... When HOWDER was placed on trial for assault with intent to rob, state witnesses were examined to testify as to the circumstances surrounding the arrest. Finally Judge OFFUTT announced there had not been sufficient testimony to sustain the charges as the officers made their arrest before the prisoners had an opportunity to commit an overt act. The charges were therefore dismissed. Next the 'concealed weapons' indictment was pushed and the result was a different story. Confessedly the men were going to Philadelphia for a load of liquor and knowing the danger of their mission were heavily armed. At a local garage they displayed their guns and said they were ready to meet anyone who came along... When sentence was passed HOWDER started to swear and then broke down and wept. It is generally felt the news will spread among the criminal class and prove a warning to whiskey runners who have been using Hartford as a thoroughfare..."

"Garage and Home Alike, Judge Says. Returns Whisky Seized in Auto Without Use of Search Warrant. Judge John P. McMAHON, of the United States branch of police court, yesterday decided, in a written opinion, that a private garage has the same status as a private dwelling when it comes to the search and seizure of intoxicants under the national prohibition laws. The opinion states that search warrants are required and if not used whatever search and seizure is made is unlawful. In accordance with this opinion the court ordered 186 quarts of whisky returned to Herbert PAYNE, of 813 Mount Vernon place northwest. The liquor was seized in a private garage in the rear of 3233 Warder street, northwest, on October 23, 1920, and PAYNE, together with George E. HOWDER, Walter HARMON and Myrle COLE, were arrested and charged with illegal transportation of liquor and the machine and the liquor were confiscated. Attorneys Archer, Smith and Munter filed a petition for the return of the property and alleged that the rights of the four defendants had been ignored, in that the garage was a private structure and, the attorneys claimed, the revenue agents and police had no search warrant."

"Slumber Worth Fighting for, Petty Officer Proves. Chief Petty Officer Vollie LYKINS, 41, 219 11th-st sw, who fought in the African campaign, likes his sleep well enough to fight for it, it was indicated when he landed in Municipal Court yesterday. He was charged with assault with a dangerous weapon on George HOWDER, 51, cab driver of 1117 Massachusetts-av nw, who was also charged with the same offense. According to testimony, Mr. HOWDER started to argue with two women passengers in front of Mr. LYKINS' house. The petty officer yelled 'Shut up! I want to sleep.' Police declared he then came out and HOWDER started to wield a blackjack. LYKINS then pulled out a pistol he used in Tunisia, fired it twice in the air, and then the real battle started, police said. Judge Ellen K. RAEDY dismissed charges against both men when she learned LYKINS was leaving at once for new naval duties."
