It remained uncorrected until the middle of the Nineteenth Century. The House of Commons, the lower house, has its roots all the way back in the Thirteenth Century in England. Each borough &#8212; roughly analogous to a town &#8212; could send two representatives or burgesses to Parliament, by Royal charter. Some boroughs gained this privilege as early as the 1295 Parliament of England assembled by King Edward I.<\/p>\n\n\n\n<p>That\u2019s an intentionally simplified version of history. Feel free to review <a href=\"https:\/\/en.wikipedia.org\/wiki\/House_of_Commons_of_England\" target=\"_blank\" rel=\"noreferrer noopener\">a more detailed source<\/a> if you want a better explanation. However, keep in mind the basic point, that England allowed boroughs to participate in the larger political process.<\/p>\n\n\n\n<p>A normal ebb and flow of events transpired over centuries. Towns expanded, contracted or moved. New towns flourished or faltered. Sometimes they replaced or absorbed older towns, sometimes not. Populations grew and shifted considerably over a five hundred year period. Nonetheless, the original borough boundaries remained largely unchanged. This resulted in some localities horribly underrepresented in the House of Commons and some grossly over-represented.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"inequities\">Inequities<\/h2>\n\n\n\n<p id=\"the-imbalance-sometimes-happened-on-an-epic-mind-boggling-scale\">The imbalance sometimes happened on an epic, mind-boggling scale<\/p>\n\n\n\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.google.com\/maps\/d\/embed?mid=1mH6GRW8LC6flyfYt1Mlrq9qTtgA\" width=\"640\" height=\"480\"><\/iframe><\/p>\n\n\n\n<p>Some boroughs dwindled to just a few residents, yet retained their two burgesses for centuries. They became known as rotten boroughs because of the rot in their population over time and the rot they brought to an ostensibly representative institution.<\/p>\n\n\n\n<p>It became quite fashionable for politically-connected individuals to control their home boroughs if the population was small enough. They likely already served in the House of Lords. Thus, they were able to orchestrate the election of allies or family members to borough seats they controlled in the House of Commons. Elections were public affairs with open balloting during this period so the Lords knew exactly how their minions voted. They could reward or punish accordingly. They could exert a similar influence on the two burgesses now in their pocket and serving in the House of Commons. Thus, Pocket Boroughs became an alternate name for Rotten Boroughs.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"old-sarum\">Old Sarum<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/commons.wikimedia.org\/wiki\/File:Ac.oldsarum.jpg\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/0\/07\/ConstableOldsarum.jpg\" alt=\"Old Sarum. Painting by John Constable, Public domain, via Wikimedia Commons\"\/><\/a><figcaption>Old Sarum &#8211; 1829<\/figcaption><\/figure>\n\n\n\n<p>The worst, or at least the most notorious, was Old Sarum (<a href=\"https:\/\/goo.gl\/maps\/v1NSBXfAZ76jKn2T9\" target=\"_blank\" rel=\"noreferrer noopener\">map<\/a>). It started as an important Cathedral town. However, its influence waned to near nothingness after nearby Salisbury supplanted it. The bishop moved but the spot retained its two burgess slots long after it became an empty hillside. The voting population dwindled to a mere seven voters, while other boroughs might contain tens of thousands. Reputedly Old Sarum <a href=\"https:\/\/en.wikipedia.org\/wiki\/Old_Sarum_(UK_Parliament_constituency)\" target=\"_blank\" rel=\"noreferrer noopener\">once sold for \u00a360,000 when its land and manorial rights were worth perhaps \u00a3700 a year<\/a>. Such was the value of the attached seats in the House of Commons that came with it.<\/p>\n\n\n\n<p>The situation got really bad. &#8220;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Rotten_and_pocket_boroughs\" target=\"_blank\" rel=\"noreferrer noopener\">By the time of the 1831 general election, out of 406 elected members, 152 were chosen by fewer than 100 voters, and 88 by fewer than 50 voters each<\/a>.&#8221; A measure of reform came in 1832 with the disestablishment of 57 rotten boroughs, and again in 1872 with the introduction of the secret ballot.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"do-rotten-boroughs-exist-today-in-the-united-states\">Do rotten boroughs exist today in the United States?<\/h2>\n\n\n\n<p>There\u2019s nothing nearly as extreme as the situation that sparked reform in the United Kingdom in the Nineteenth Century, but imbalances certainly exist.<\/p>\n\n\n\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!1m18!1m12!1m3!1d2989049.3368584644!2d-109.79811180330286!3d42.97841071114538!2m3!1f0!2f0!3f0!3m2!1i1024!2i768!4f13.1!3m3!1m2!1s0x875ee23448e12e69%3A0x26b02279d27d382f!2sWyoming!5e0!3m2!1sen!2sus!4v1606825930332!5m2!1sen!2sus\" style=\"border:0;\" allowfullscreen=\"\" aria-hidden=\"false\" tabindex=\"0\" width=\"600\" height=\"450\" frameborder=\"0\"><\/iframe><\/p>\n\n\n\n<p>For example, Wyoming, with a population of 563,626 has two U.S. Senators representing their interests, the same as California with 37,593,222 people. It\u2019s probably unfair to single-out Wyoming as several other states also have fewer than a million residents: Alaska; Delaware; Montana; North Dakota, South Dakota; and Vermont. Also I don\u2019t think the situation meets the standard of &#8220;rotten.&#8221; It&#8217;s much more difficult to corner a half-million votes than to corral a few dozen. Disproportionate? Absolutely. Rotten?
