The quality of what people contribute is nothing short of miraculous. Sometimes an example lodges in my brain to the exclusion of all the rest. That&#8217;s what happened with the Gaithersburg Doughnut Hole and I don\u2019t know why. It\u2019s not any more elaborate or unusual than other geo-oddities contributed by viewers. I\u2019m fixated though and I can\u2019t resist it. I needed to learn more.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Doughnut or Donut?<\/h2>\n\n\n\n<p>Reader &#8220;Matt&#8221; submitted a comment on the recent <a href=\"\/blog\/?p=4326\">Arapahoe Exclaves in Denver<\/a> article. He focused on Ohio but then he said, almost as an aside, &#8220;Also, Gaithersburg, Maryland, looks like a doughnut with a big hole in it.&#8221;<\/p>\n\n\n\n<p>I set-aside thoughts of Ohio for some future article and focused my energies on Maryland. Maybe it\u2019s because I like doughnuts, or is it spelled donuts? I think both variations are supposedly acceptable. Or maybe because it&#8217;s just around the corner from where I live? Either one is equally likely.<\/p>\n\n\n\n<p>Gaithersburg, Maryland is a suburb of about 60,000 people located towards the northwest of Washington, DC, outside the Beltway along Interstate 270.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Totally a Doughnut<\/h2>\n\n\n\n<p><iframe loading=\"lazy\" style=\"border: 0;\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!1m14!1m8!1m3!1d49515.5169206379!2d-77.17970207793604!3d39.135607000000014!3m2!1i1024!2i768!4f13.1!3m3!1m2!1s0x89b62d3624ca13b5%3A0xe38f5a8180ad7235!2sGaithersburg%2C%20MD!5e0!3m2!1sen!2sus!4v1580659904222!5m2!1sen!2sus\" allowfullscreen=\"allowfullscreen\" width=\"600\" height=\"450\" frameborder=\"0\"><\/iframe><\/p>\n\n\n\n<p>The various online maps did not provide decent municipal boundaries until recently so I cross referenced it with other sources to truly appreciate Gaithersburg\u2019s remarkable doughnut-shaped configuration. I never doubted its existence &#8212; the readers of the Twelve Mile Circle demonstrate my woeful ignorance daily &#8212; instead I wanted to determine its exact shape and reason for being.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Examining the Situation<\/h2>\n\n\n\n<p>The City of Gaithersburg\u2019s <a href=\"https:\/\/www.gaithersburgmd.gov\/documents\/zoning.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">official zoning map<\/a> provided plenty of plausible explanations for both&#8230; well, mostly.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.gaithersburgmd.gov\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" src=\"https:\/\/www.howderfamily.com\/graphics\/blog\/city_of_gaithersburg.jpg\" alt=\"Gaithersburg Doughnut.  Source: City of Gaithersburg\"\/><\/a><\/figure>\n\n\n\n<p>The <i>preponderance<\/i> of excluded interior territory has a single owner, the United States federal government. It\u2019s the sprawling headquarters campus of the National Institute of Standards and Technology, or NIST. Wikipedia thinks that NIST is <a href=\"https:\/\/en.wikipedia.org\/wiki\/Gaithersburg,_Maryland\" target=\"_blank\" rel=\"noreferrer noopener\">headquartered in Gaithersburg<\/a> but it&#8217;s wrong. It\u2019s a sham. Gaithersburg gets all the prestige of NIST which actually sits within an unincorporated area of Montgomery County completely surrounded by the city. In their defense it does have a Gaithersburg mailing address.<\/p>\n\n\n\n<p>I\u2019m not an expert on taxes but I believe it would be difficult if not impossible for a city <a href=\"https:\/\/en.wikipedia.org\/wiki\/Tax_exemption\" target=\"_blank\" rel=\"noreferrer noopener\">to impose a real estate tax on a federal government entity<\/a>. Keeping NIST &#8220;outside&#8221; of Gaithersburg would seem to make good economic sense if that\u2019s the case. The city wouldn\u2019t have to serve a group that doesn\u2019t pay them taxes in return. It wouldn&#8217;t make sense to provide their city services for free.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">An Exception<\/h2>\n\n\n\n<p>There is another area of the doughnut hole that isn\u2019t part of NIST. It\u2019s a small triangle of land defined by I-270, Muddy Branch Road, and West Diamond Avenue.<\/p>\n\n\n\n<p><iframe loading=\"lazy\" style=\"border: 0;\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!1m30!1m12!1m3!1d5117.523989795097!2d-77.21393747584067!3d39.13624713995049!2m3!1f0!2f0!3f0!3m2!1i1024!2i768!4f13.1!4m15!3e0!4m4!2s39.132031%2C%20-77.206284!3m2!1d39.132031!2d-77.206284!4m3!3m2!1d39.140498!2d-77.212035!4m4!2s39.131808%2C%20-77.207013!3m2!1d39.131808!2d-77.207013!5e1!3m2!1sen!2sus!4v1580660675355!5m2!1sen!2sus\" allowfullscreen=\"allowfullscreen\" width=\"600\" height=\"450\" frameborder=\"0\"><\/iframe><\/p>\n\n\n\n<p>The triangle seems to include a number of large apartment buildings with a few single-family residential units on the periphery. Businesses contribute more to the tax base than residents. Excluding a few high-density dwellings collocated with the NIST tract would benefit the remainder of the city. Apparently that&#8217;s exactly what they&#8217;ve done.<\/p>\n\n\n\n<p>Mmm&#8230; donuts. Apparently that IS the fixation.
